Commission passes first reading changing payroll, net profits tax rate


HENDERSON, Ky. – The City of Henderson Board of Commissioners passed the first reading of an ordinance amending the payroll and net profits portions of the occupational tax rates at its regular meeting on Tuesday, Oct. 22.
If the ordinance is finalized, the payroll portion will increase from 1.29 percent to 1.49 percent. The net profit portion will increase from 1 percent to 1.49 percent (with a minimum of $50-$200 dependent on business class, and a maximum of $60,000.) The effective date is Jan. 1, 2020.
The net profits portion will be pro-rated over the first 12 months. It is estimated that the change will generate about $710,000 in revenue for the remainder of fiscal year 2020.
The second reading of the ordinance will be read at the regular meeting on Tuesday, Nov. 12.

In other business, the board:

Passed first reading of an ordinance accepting public way improvements (sidewalk) at 395 Borax Drive where the new Probation and Parole Office is located.
Passed first reading of an ordinance amending the current budget to eliminate two police officer positions and replace them with two police sergeant positions. This doesn’t change the number of positions in the Henderson Police Department but allows for an additional supervisor to be assigned to each shift.
Passed a resolution setting Health Reimbursement Arrangements and health insurance premiums for employees.
Heard a proclamation announcing Rotary International World Polio Day.
Heard presentations on: Henderson County Fair Pageant Titleholder and the “Dia De Los Muertos” Celebration coming up on Nov. 2.
Heard a quarterly report from the Humane Society.

The next meeting is scheduled for 5:30 p.m. on Tuesday, Nov. 12, in the third-floor Assembly Room at the Henderson Municipal Center.
