HENDERSON, Ky. – The City of Henderson Board of Commissioners approved the first reading of an ordinance adopting the Fiscal 2021 budget and appropriations at its special-called teleconference meeting on Tuesday, May 26.
The budget totals $71.1 million, which includes $29.9 for the General Fund, $15.4 million for the Natural Gas Fund and $8.3 million for the Health Insurance Fund.
The total budget is $2.367 million less than the current fiscal year (4.2 percent less in the General Fund, 4 percent less in the Gas Fund and $56,000 less in the Health Insurance Fund.)
The board also gave their first reading approval to the Henderson Water Utility’s budget ordinance that was adopted by the Henderson Water & Sewer Commission on May 18. The HWU budget projects revenue of $23.6 million with operating expenses estimated at $20.8 million and capital projects/new equipment at $4.5 million. The excess will be pulled from reserves.
In other budget-season related actions, the board approved on first reading the same rates for property taxes, which is 49 cents per $100 assessment for real property and 81.3 cents for personal property. The 2020 tax bill is due in full not later than Jan. 19, 2021, and payment on Dec. 18 or sooner will earn a 1 percent discount.
Additionally, the board approved on first reading an amended job classification and pay plan table for the next fiscal year with no cost-of-living adjustments for city employees.
In other business, the commission:
–Held a public hearing on the Municipal Aid Funds ($522,724.20) and Local Government Economic Assistance Funds ($15,000) to be used for improvements to streets and roads.
–Approved a resolution for the transfer of property to International Paper Company after the completion of a 1995 lease agreement in Henderson Corporate Park.
–Approved a resolution adopting protective covenants in the Henderson Technology and Industry Plaza located on Borax Drive.
–Approved reappointments of Bobbie Jarrett and Kevin Herron to the Henderson City-County Planning Commission for four-year terms.
–Heard a general discussion and review of issues related to the COVID-19 pandemic, including grant opportunities that could be used to recoup expenses.
–Approved several items on a consent agenda including the adoption of policy regarding a Title VI public participation plan for Henderson Area Rapid Transit, a revised Municipal Road Aid agreement, an amendment to the city health insurance plan that defines eligibility and an award of the contract for the city’s stop/loss coverage and organ transplant policy.
The next meeting is set for Tuesday, June 9, and it will be a special-called teleconference meeting at 3 p.m.
