Kentucky State Police Electronic Crime Branch have arrested a Webster County man on charges related to child sexual exploitation offenses.
At approximately 12:12 p.m. Tuesday, KSP arrested Joseph Lee Kellems, 32, after an undercover Internet Crimes Against Children investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect procuring a minor online.
The investigation resulted in an interview in Morganfield on April 22, 2025. Equipment used to facilitate the crime was seized and taken to KSP’s forensic laboratory for examination. The investigation is ongoing.
Kellems is currently charged with two counts of promoting / procuring use of a minor by electronic means. These charges are Class-C felonies punishable by five to ten years in prison.
He was lodged in the Webster County Detention Center.
