Downtown Henderson Parking Policy Enforcement Delayed

HENDERSON, KY, August 1, 2024– The City of Henderson began downtown parking enforcement for the first time in 2 ½ years on Monday, July 1, 2024. However, due to unforeseen circumstances the enforcement of the downtown parking policy is currently being put on hold starting Wednesday, July 31st, 2024.

The parking enforcement policy will be reinstated at a later date. Downtown business owners and patrons can stay up to date with the latest information by checking the City’s website and social media accounts. When the return date for parking enforcement is announced, there will be a two-week grace period where warning tickets are given for overtime parking before fines are issued.

The reinstatement of the policy came after downtown businesses began expressing their interest in having better parking opportunities for their patrons. During the 2 ½ year period when parking enforcement was not in effect many downtown businesses struggled with having adequate parking for their patrons during peak day time business hours.

The boundaries for downtown parking enforcement include:
– Water Street from First Street to Second Street
– Main Street from Washington Street to Fourth Street
– Elm Street from Center Street to Third Street
– First Street from Green Street to Water Street
– Second Street from Green Street to Water Street
– Third Street from Water Street to the alleyway in the 300 block
– The Depot parking lot
– The Imperial parking lot
– The Water Street tennis courts parking lot

The original plan was for the period of July 1, 2024 through July 31, 2024 only warning tickets without fines were to be given to those found in violation of parking longer than 3 hours within the designated boundaries. All other violations began receiving tickets with fines on July 1, 2024.

Downtown parking enforcement fines and violations include:
– Vehicles found to have been parked longer than 3 hours within the set boundaries of parking enforcement will have 10 days to pay their fine of $10. If the fine is paid after 10 days, the amount will be $20.
– Vehicles found to be parked in a disabled/handicapped parking without a permit will have 10 days to pay their fine of $50. If the fine is paid after 10 days, the amount will be $100.
– Vehicles parked in loading zones within the set boundaries will have 10 days to pay their fine of $25. If the fine is paid after 10 days, the amount will be $50.
– Vehicles parked where they are blocking the use of a fire hydrant will have 10 days to pay their fine of $25. If the fine is paid after 10 days, the amount will be $50.
– Vehicles found to be parking in designated “no parking” areas, including yellow curbs, will have 10 days to pay their fine of $25. If the fine is paid after 10 days, the amount will be $50.
– Vehicles parked across parking lines within the boundaries of downtown parking enforcement will have 10 days to pay their fine of $5. If the fine is paid after 10 days, the amount will be $10.
– Trucks of one ton or more capacity who violate the truck parking violation will have 10 days to pay their fine of $25. If the fine is paid after 10 days, the amount will be $50.
– Any boat/watercraft trailer that fails to obtain an annual parking permit and is found parked within the parking enforcement boundaries will have 10 days to pay their fine of $30. If the fine is paid after 10 days, the amount will be $100.

Parking enforcement regulations are only applicable Monday through Friday from 8:00 a.m. to 5:00 p.m. in the designated boundaries, unless otherwise announced for a special event.

Residents of downtown within the established boundaries of parking enforcement, who do not have any off-street parking as part of their residence, may submit an application for a residential parking permit that allows them to exceed the 3-hour parking limit. The application can be requested by calling (270) 831-1200.
