AG's Office Indicts Bowling Green Pair for Defrauding Medicaid


BOWLING GREEN, Ky. (May 13, 2026) – Two Bowling Green residents have been indicted for defrauding the Medicaid system. 

A Warren County Grand Jury indicted Chandra Branch, 56, and Evans Mitchell, 67, both of Bowling Green, with two counts each of Devising or Engaging in a Scheme to Defraud the Kentucky Medical Assistance Program of $1,000 or more (Class D Felony).  

Additionally, Branch was charged with seven counts of Forgery in the Second Degree (Class D Felony) and one count of being a Persistent Felony Offender in the Second Degree. 

According to court documents, the abuse occurred for more than a year with the pair submitting fraudulent claims for payment to the Cabinet for Health and Family Services. Branch is also accused of altering timesheets. 

The Attorney General’s Office of Medicaid Fraud and Abuse Control investigated the case. Assistant Attorneys General David Startsman and John Brown presented the case before the Warren County Grand Jury on behalf of the Commonwealth. 

The Kentucky Attorney General’s Office of Medicaid Fraud and Abuse Control receive 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $7,221,026 for the federal fiscal year (FY) 2026. 25 percent of that grant, totaling $1,805,254 for FY 2026, is funded by the Commonwealth of Kentucky.
