I-69 ORX Environmental Document Update Available


Evansville, In. (July 16, 2026) – The Indiana Department of Transportation and the Kentucky Transportation Cabinet have updated the environmental document for the I-69 Ohio River Crossing  project and are seeking public review and comment.

Federal approval of the project under the National Environmental Policy Act was completed in September 2021. During project development, minor changes are often made, and these updates are captured in a reevaluation statement to ensure the purpose and need for the project is still being met.

Two Reevaluation Statements addressing changes to the project have been previously approved by the Federal Highway Administration. Reevaluation Statement #3 addresses additional proposed refinements.

Reevaluation Statement #3 includes:

  • Shifting the I-69 alignment approximately 100 feet to the west near Green River Road south of the Ohio River
  • Revised stream crossing that will also support wildlife passage
  • Modifications to the I-69/Kentucky Route 3690 and U.S. Highway 41 (future Kentucky Route 2341) interchange in Henderson to incorporate roundabouts at ramp terminals to support the safe and efficient flow of traffic
  • Proposed future operational change to remove the National Truck Network designation from U.S. 41 (future Kentucky Route 2341) between I-69 in Kentucky and Veterans Memorial Parkway in Indiana after completion of the I-69 Ohio River Crossing project, anticipated in 2031, which would allow for the restriction of large Surface Transportation Assistance Act (STAA) designated trucks from using the U.S. 41 (future KY 2341) bridge

Refinements result in minimal changes to environmental impacts and do not affect the project’s purpose and need. There is no impact to the project schedule. Construction on the new I-69 bridge is expected to begin in spring 2027 and be complete in 2031.

Earlier this year, the Kentucky Public Transportation Infrastructure Authority (KPTIA) recognized that U.S. 41 will be a concurrent route with I-69. The U.S. 41 corridor will be signed future KY 2341 and Indiana Route 141. Removing the future KY 2341/IN 141 corridor from the National Truck Network will create the safest environment possible for drivers and preserve the infrastructure in place.

Only large commercial semi-truck/trailers longer than 45 feet as classified by the Surface Transportation Assistance Act (STAA) will be prohibited from using the existing U.S. 41 (future KY 2341) bridge between Evansville and Henderson and directed to the new I-69 bridge.

The final configuration of the I-69/KY 3690 and U.S. 41 (future KY 2341) interchange in Henderson will open with the new I-69 bridge.

NEPA Reevaluation #3 design modifications incorporate roundabouts at on-ramps and off-ramps to I-69. The interchange design is similar to the I-69 interchanges with KY 351/2nd Street and U.S. 60 built as part of I-69 ORX Section 1. Phased construction of the U.S. 41 interchange means a free flow of traffic for drivers for the next several years. In its final configuration, future KY 2341 will be an exit off I-69. The modifications at this interchange will improve safety and support the efficient flow of traffic. Construction is likely to begin in 2030, and the updated interchange will open to traffic in 2031.
