Commission finalizes payroll, net profits tax rate


HENDERSON, Ky. – The City of Henderson Board of Commissioners finalized an ordinance amending the payroll and net profits portions of the occupational tax rates at its regular meeting on Tuesday, Nov. 12.

The payroll portion will increase from 1.29 percent to 1.49 percent. The net profit portion will increase from 1 percent to 1.49 percent (with a minimum of $50-$200 dependent on business class, and a maximum of $60,000.) The effective date is Jan. 1, 2020.

The net profits portion will be pro-rated over the first 12 months. It is estimated that the change will generate about $710,000 in revenue for the remainder of fiscal year 2020.

In other business, the board:

Finalized an ordinance accepting public way improvements (sidewalk) at 395 Borax Drive where the new Probation and Parole Office is located.

Finalized an ordinance amending the current budget to eliminate two police officer positions and replace them with two police sergeant positions. This doesn’t change the net number of positions in the Henderson Police Department and allows for an additional supervisor to be assigned to each shift.

Approved a grant agreement that will make improvements at the Henderson Fire Department training grounds.

Heard an update on the redevelopment of the Henderson Municipal Power & Light property. HMPL plans to break ground on a rebuilding of its campus in mid-2020 or the spring of 2021. The cost of the project is expected to be $13.5 million.

Passed on first reading an ordinance regulating solar energy systems in the City. The Henderson City-County Planning Commission approved the regulations at its November meeting.

Passed on first reading an ordinance that will expand the time period for free parking in the Central Business District to three hours on a trial basis that will last from Dec. 1, 2019, to Feb. 29, 2020.
Awarded a bid for cleaning services at the Henderson Municipal Center and The Depot.

Approved City appointments to the newly reformed Human Rights Commission: Darlene Marshall Ware, Tootie Cravens, Lawrence Thomas and Ginger Stovall.

The next meeting is a special-called meeting set for 5:15 p.m. on Tuesday, Nov. 19, followed by a work session. There is no meeting scheduled for Tuesday, Nov. 26. The next regular meeting is scheduled for 5:30 p.m. Tuesday, Dec. 10. All take place in the third-floor Assembly Room at the Henderson Municipal Center.
