FRANKFORT, Ky. (July 30, 2026) – The Kentucky State Police Foundation hosted the Inaugural Judy Taylor Philanthropy Leadership Award Luncheon at Thursday at Keeneland Racetrack in Lexington to honor nominees and announce the first-ever winner of the award, Robert Mattingly.
Established in honor of the late Judy Taylor, the award recognizes individuals whose extraordinary leadership, generosity, advocacy, and commitment to serving others reflect the values she exemplified throughout her life, according to a news release. A devoted member of the Kentucky State Police Foundation Board of Directors, Judy Taylor was known for her unwavering support of the men and women of the Kentucky State Police and her lifelong dedication to strengthening communities across the Commonwealth.
Awardee Robert Mattingly said, “At her memorial, they mostly talked about how Judy made people feel, they talked about how she would hug them, and they talked about the time they spent with her and the things they knew about her. Judy had the ability to make you feel important. Judy was a hero, I believe that … I think a hero wanted to work for heroes, and that is what she did.”
“My mother got pure joy out of giving, it was her way of earning love, and she did as evidence of you all being here today … She gave money to people she didn’t know, she gave money to people she did know,” said Judy Taylor’s daughter, Maresa Fawns. “I am sure there are so many more instances of her giving that none of us know about.”
The Judy Taylor Philanthropy Leadership Award was established to celebrate those who inspire positive changes through service, philanthropy, and leadership. By recognizing individuals who dedicate themselves to improving the lives of others, the Kentucky State Police Foundation hopes to encourage a culture of generosity, compassion, and civic engagement while honoring Judy Taylor’s enduring legacy of servant leadership.
This year’s winner and inaugural award finalists represent exceptional leaders who have made lasting contributions to public service, philanthropy, and the well-being of Kentucky communities.
Robert Mattingly
Since beginning his legal career in 1999, Robert Mattingly has demonstrated an unwavering commitment to justice and public service. A former President of the Kentucky Justice Association and longtime member of its Executive Committee, he has helped shape
legislative initiatives that improve the safety and rights of Kentuckians. He also serves on the Mothers Against Drunk Driving Regional Board of Governors, working to strengthen support for victims and communities across multiple states. Along with these, Mattingly has continued to support law enforcement for more than 20 years, including a program called “Monday Night Football” that provides Louisville Metro Police Department officers with complimentary tickets to the Indianapolis Colts football games.
Mike Bowling
A retired Kentucky State Police lieutenant, Mike Bowling dedicated 29 years to protecting Kentucky’s children and communities. As commander of the Internet Crimes Against Children (ICAC) Task Force and Electronic Crime Branch, he earned national recognition for his leadership in investigations that helped save hundreds of children. Today, he continues his service as Chair of the Public Policy Committee for Prevent Child Abuse Kentucky, advocating for policies that protect Kentucky families. In 2026, Mike worked with members of the general assembly to spearhead House Bill 900, strengthening legislation to protect child welfare and prevent grooming.
Andrea Hayes
Andrea Hayes has supported the Kentucky State Police Foundation since its inception, serving as both a board member and volunteer. She brought 30 years of experience from her previous career as Director of Marketing and Business Development at Commonwealth Credit Union. As chair of the Foundation’s Gold for Gray Gala, she has helped raise significant support for programs benefiting Kentucky State Police personnel and their families. Since retiring from the board, Andrea has continued to volunteer her time to support the foundation. Beyond this, Andrea dedicates her time to initiatives that serve vulnerable and at-risk communities throughout Kentucky, like the Amen House Food Pantry. Here, she has helped to ensure children in Scott County have access to nutritious meals outside of school.
Tom Vicini
Tom Vicini serves as Commonwealth’s Attorney for Kentucky’s 27th Judicial Circuit and Chairman of the Board of Directors for Operation UNITE. Through his leadership, Operation UNITE has expanded prevention, treatment, and recovery initiatives to strengthen Kentucky communities and address the challenges of substance abuse through collaboration, education, and advocacy. Beyond these roles, Tom has volunteered with the Tri-City Little League in Harlan County for 45 years and also serves as a board member of the Harlan County Boys and Girls Club. He continues to give his time and resources to support charitable efforts throughout his community.
